The dynamics of the sectors of the food processing industry up to 2050 is
influenced by various factors. These include - the demand for certain types of food
from different social groups, income growth, the entry of Kazakhstan into the world
economy and increase the likelihood of risks that threaten sustainable, dynamic
development of the food industry from the global food market.
It is necessary to introduce new technologies in the industry and food processing
industry, including bio- and nanotechnology, to significantly expand the production
of a new generation of products with desired quality characteristics, treatment and
prevention, geriatric and other specialized products. It is necessary to increase the
depth of processing, to involve the economic turnover secondary resources, which
will increase the output of finished products from the feedstock unit. In 2020, food
production must increase by a factor of 1.4 at an average annual growth rate of 3.5­
5% compared to 2010. This suggests a higher rate of growth of meat and meat
products, certain sectors of dairy, sugar, starch and fruit and vegetables. Capacity
utilization is expected to reach 85 percent.
Projected volumes of agricultural products and food products for the majority of
species will allow (subject to permitted imports) provide nourishment of the
population in accordance with rational norms of food consumption and to solve basic
problems, defining doctrine.
The strategy envisages integrated development of sectors of the food processing
industry with the development of the main areas of agricultural production. Prioritize
2 levels - the mid-term and long-term period.
The priorities of the medium-term period are as follows:
- In the sphere of production: - development of the resource base of crops,
livestock products; conducting technical re-organization with the introduction of
modern scientific and technological progress to reduce energy consumption, reduce
harmful emissions into the environment and increasing the profitability and
competitiveness of manufactured products in the domestic and foreign markets;
- in the social sector: - increased motivation for high performance and saving
manpower;
- in the economic sphere: - increase the profitability of organizations as the
main condition for the transition to an innovative model of development;
- in the institutional sphere: - the development of competition, cooperation,
integration links through the establishment of grocery subcomplexes, regional
clusters, the introduction of new technical regulations and standards;
