industrial complex", came into force the Law "On agricultural development", under
which developed and implemented by the State program of development of
agriculture and regulation of agricultural products, raw materials and foodstuffs for
2020-2050 years, approved by the RK Government. The development strategy of the
Fisheries Industry for the period until 2020, approved by the Fisheries (hereinafter -
the Strategy of Development of the Fisheries Industry).
However, despite the measures taken, a number of important issues of a
systemic nature, impeding the development of specific industries, remains. First of all
is the development of raw material base. The rate of production of raw livestock
industry do not meet the needs of the food processing industry, and do not contribute
to saturation of the market of meat and dairy products.
Kazakhstan has significant reserves of water biological resources (hereinafter -
the aquatic resources), it has a large coastline of the material and technical base,
carrying out the processing of aquatic biological resources and the implementation of
fishery products.
An important condition for the successful development of the processing
industry - to overcome some of the existing systemic problems.
In view of the moral, physical wear and tear of fixed assets of organizations of
food and processing industry of the update should be done in an accelerated mode.
Also require urgent solution to the problem of ecological character.
In connection with the entry into Kazakhstan Trade Organization should be
noted the following significant advantages modalities sectors of the food processing
industry in developed foreign countries compared to their capacity in the Republic of
Kazakhstan:
- more high technical level of production, which allows the use of modern
scientific and technological progress;
- more effective measures of state regulation and protection of the food market;
- the development of various forms of associations of organizations defending
their rights and interests at all levels of government and business. It allows developed
countries to ensure food security and generate the necessary resources for the
expansion of the world food market.
Develop strategies based on the methodological terms:
- the share of domestic agricultural products, raw materials and food in the
total volume of commodity resources (including carryover) internal market relevant
products, certain doctrines;
- rational food consumption standards that meet the modern requirements of a
healthy diet and the projected number of population of Kazakhstan up to 2020;
